It wasn't behind the pay wall when I accessed it. It was one of the Telegraph's 'free' articles.

You get two or three three articles per week and then after that the paywall locks you out.
I have a subscription so I didn't realise it was behind a paywall when I looked at that article.
There is a way of tricking the paywall but it would be unethical for me to publish that here.
