It is indeed as FD2 says a US capital admin building.

Just had 15 mins of panic because I had forgotten what it is. Just put it on this page.

I'd guess it's Delaware. The white clock tower of Dover rather than the cliffs.

It's not in the state of Delaware, it's the City Hall of Delaware, Ohio. On the corner of William and Sandusky, viewed from the direction of that intersection.
