Every organisation and military in the world has these guys, men and women who specialise in procurement and getting the deals and projects done and the show hustling along the road. Often they are rational, ruthlessly efficient and can find a foofey flange or a widget at bargain basement prices when nobody else in the hemisphere can lay their hands on what is needed!

On the other hand they can also be sociopaths with corrupt tendencies and the ability to pull the wool over even the most intelligent people in competent organisations with good corporate governance.
