Nope. It is one of the lower 48.

Fox was on the right trail except for "northern".

This is NOT Ovid, Colorado, but in my humble opinion may tie with it for being one of the most forlorn places I've ever ended up.

Sorry, a response which I made hours ago has gone missing.

Because of the real probability that I will be without internet and/or electricity before long (secondary to hurricane Barry) I will give it up.

A friend of mine who owned a PA-30 which we frequently flew together, had a son who left home for the west. They were somewhat estranged but my friend was concerned over what his son's environment was like, and tasked me with looking into it since I was flying to Albuquerque on vacation.

The location turned out to be almost a dead-heat tie with Ovid, Colorado as one of the most desolate and unpleasant places I had ever set foot (scenery obviously not counting). People were living in partially buried school buses and much of it resembled (and probably was) a forlorn hippie commune.

It is Questa, New Mexico

No takers- where have all you Cold War warriors gone?.

One more clue: Located in a Hanseatic city, the figures revolve around the spire structure, it's not a church, and there's a carillon below. There's a well-known golf course not far away.

OK. Time for the reveal.

It is the Stathuis in Roermond, Holland.

Just about 10 seconds flying time from Bruggen where a very fine golf course, located within the confines of the airfield's boundary, and the opportunity to top up on duty free's and slabs of Wobbly, Bitburger, etc was the underlying reason for so many duty visits.
