Thought it was an old fashioned village lockup initially but now think I've got it tracked down to the 16C pumphouse at Little Walsingham, Norfolk.

The pump house was built in c1550 and has a brazier on top, which is lit at times of special celebration.

Not just similar Cpt but exactly the same! The preserved Routemaster was there as part of the annual Fenland Busfest on May19th.

I can't find the building, but from your clue could it be Winnard's Perch, near St Columb Major in Cornwall.
