Morning all.
The reference to troughs may relate to politicians, so perhaps the Old Government Buildings, Wellington, NZ? Only have a front view, so still looking.

Here goes!

The photograph was taken in 1982 and is a digitised copy of a slide so quality is not brilliant. However the street remains largely unchanged in the last 36+ years.

I agree Ex A, my initial thoughts were New Mexico, the scrub hill looks like that area, is that building in the background facing us a factory of some sort.
