All the people appear to be non-reflective and the rubbish in the foreground and the poor state of the buildings behind indicate Africa, but I suspect it's Cabo Verde. I'd be surprised if it's Macao EDIT : - ooops!
I did a quick Google but couldn't come up with a quick match.

I used to stay there, quite frequently on business!
It was a tough life, but someone had to do it.

The 1st time I stayed there it was badged as a Howard Johnson Hotel and I was given the choice of a 'City View' room for $14.00 or and 'Ocean View' for $17.00.
At the time we were paying about £30.00 for a London hotel room, so I correctly calculated that my bean counting manager would be OK with the $17.00.

The City View was a slight exaggeration, it was a view of the car park!

I anchored overnight in Lake Boca Raton, cost $0.00. Guy in the next boat ran us ashore and bought me beers in payment for a tale or two, plus I think I helped him with a wiring problem.
