There was a covers band in Windsor that always used to close their set with this track, always struck me as strange as it was a squaddies pub

It's not a protest against the troops as such, it's the overall violence. The track was written after the Warrington bombs that killed a couple of small children, turns out that the Cranberries were in the area at the time. If anything it's an ani-IRA song. (I said I had to go look it up...)
