Similarly, passenger in other car involved in the accident with the Duke has said that no-one from the royal family has contacted them.

Why would they? If one is involved in an accident making direct contact with the other party, whoever they are and whoever you are, is very unusual. Why would 'The Family' be any different?
However, according to the witness who assisted the DoE from his overturned vehicle, the Duke's major concern was the passengers in the other vehicle. That is what he said on our local TV news here in the wilds of Norfolk.

The apparent excuse offered by Phil was that 'the sun dazzled him' as he pulled out. Accident 1500 UK time. This image shows a pull-out heading about 240 and looking about 170 to check he is clear?

yeah, even though I can really sympathise, remembering well how my late father was depressed due to the ban on driving. Even this summer, when he was dying already. it's probably like you've lost 'a function', like walking?

I don't understand why a Royal Household secretary can't write to the other parties, and without in any way admitting liability say something along the lines of :
"HRH Prince Philip has asked me to write to you to convey his wishes to you for a speedy recovery from any injury and distress you may have incurred in last week's collision."
It implies no liability, would get the women to STFU, and would be a decent gesture. Unless there is a legal reason not to have any contact, it's what I would be inclined to do.

I understood it to be a Petty Officer on the Britannia that 'rescued' it and somehow preserved it.
