TGG, money probably. Host setup costs against gate fees and F1 fees. Without gate fees the F1 fees might not cover costs.
With the Olympics the infrastructure would have incurred costs pre-Covid so could be discounted. The sum then becomes remaining infrastructure costs against competing country charges and broadcasting rights. That sum would be much nearer parity compared with F1.

Infrastructure costs would be minimal especially with two races then broadcast fees and team money. Maybe no big bucks but any profit is profit.

Why did George Russell achieve second place in a car that is usually uncompetitive?

Perhaps he is a rain master like Jacky Ickx was (mentioned by larsssnowpharter). Car control and smooth driving becomes a far bigger factor in the rain than the total speed of the car on many tracks in the rain. It must take a lot of sheer courage not to lift off on the approach to Eau Rouge in the rain I imagine.
I saw Jackie Ickx driving a BMW in a thunderstorm during practice for the 9 Hour race at Kyalami back in the mid 70's. The rain didn't seem to deter him and he was soon catching all sorts of far faster company like John Wyer's Gulf Mirages, in the turns on the lower part of the track as the rain fell, only to lose out on the main straight. In the race, he was imperious in his class, embarrassing drivers in far faster cars, even in the dry...

Mark Hughes writes knowledgeably and with great skill. That is a wonderful example of the motor racing journalist's art. Weather hold after formation lap. It amuses me that Verstappen says the conditions are not that bad during the formation lap in the pouring rain. That's Verstappen with just the safety car in front, while further down the pack no-one can see anything!

Racing in the rain in the USA
Not sure about Indy Car, but NASCAR uses rain tires and a windshield wiper only on road courses.
