Trenchard pulled the Rock Soup trick with College Hall at Cranwell. New buildings were banned, so he placed the foundation stone and applied for an "improvement" grant, secure in the knowledge that no Whitehall bureaucrat would drag his backside off to the wilds of the Lincolnshire fens to check.
