In what year did the first taxis with meters start operating in London?
Regardless of when instituted, how were fares calculated before meters?

Nope. As early as 1821 they were all listed in a big book.
A quick historical inflation calculation shows that taxis then were about the same price as now, approx 7 quid a mile, for short journeys. Longer journeys are actually cheaper now.
Can't answer the question, though!
Bet my brother could, since he is a London Cabbie; and also licenced to do the historical tours, so he's full of this stuff.
