OK, here goes:

No prize for knowing who he is, but a bonus point for knowing why he's where he is and a further bonus for knowing who paid for the statue to be made and installed, and why.

The arms are those of the Duke of Buccleuch and Queensferry. The location of the monument will require a further search.

The monument is Mercat Cross in Thornhill, Dumfries and Galloway. Nearest town to Drumlanrig castle one of the seats of the aforementioned Duke.

It looks like an EU flag (on the left) next to a red flag, so I think that we are in Europe, I think that I have discounted Maderia and the Algarve.

Is that parking sign Spanish/Portuguese/Maltese? Is the building no longer a municipal/civic office but something like an art gallery/library/cafe?

Sorry for the delay, been out most of the day.

4mastacker is correct, it is indeed Portugal...but I need an answer that is a tad more specific.

Looks like a bit of red and green in the centre flag, my guess would be Italy or Portugal.
