These are all interesting and plausible suggestions but are all wrong. It is actually difficult for me to give its actual function as I can't tell you! I think it is probably best described as a pointless artistic folly.

Samphire Hoe, Kent. Built from the spoil of the Channel Tunnel. Fished it once....never again! Fishing in that area is over rough ground so plenty of lost tackle is a given.

There are many with parts of the name the same but not exactly the same. Stratford and Stratford upon Avon for example.
