I see a ring of flag poles with what appears to be EU nations' flags fluttering - Dutch maybe the clearest. I suspect a Dutch canal scene but the boat's not exactly in a traditionally dull paint scheme, though it is in a different time zone to Cornwall.

First thought on this was San Antonio, but I don't think that is a steel town, or the name meaning village. Going on that last clue leads me to Pueblo, Colorado, don't know the name of the river though.

Cpt Pugwash has it. It is indeed Pueblo, Colorado. The waterway is the Arkansas River - we Brits pronounce it as it is spelt!!
