So..."pissed" in parts of the good ol US means that you're angry and drunk?

Well, in places such as the far upper Midwest, yes, but that probably represents Canadian influence. In the rest of the country "Piss Drunk" conveys the same meaning and serves to preserve the other definitions' clarity and utility.
