Yep, just as you said - the most likely place has been searched (incl. some kind of 'deep' detectors for up to - down to, rather! - 6 m, and as there's thick clay from 2 m down (that much was peeled off), they think it can't be any deeper. So they'll widen the search, and already suggested it might be in a swampy area and never found.

I would guess they are using ground penetrating radar, microwave region. That is severely hampered by wet soils like clay. I suspect there's a bit of "we can't look any deeper, but we won't tell the public that" in that "we don't think it's any deeper". If it hit a swampy bit near vertically, it's probably quite deep.
