Back in the olden days trunk calls from the Bureau of Meteorology had to be connected by an operator, and private calls were strictly verboten. However, there was a 'red phone' to the State Emergency Services for notifying them of flood warnings.
It didn't take long for people to realise that it was an extension of the SES system, from which trunk calls could be made.

Level Zero. In the military selected phones would be Level Zero enabled so that public calls could be made directly. Naturally if it was a 'personal ' office phone it was to see if the privilege was being abused. One OC Admin, conscious that people could use his phone out of hours had a time block in his phone.

Predictably he needed to use his phone late at night and couldn't😂
