"Speed must not exceed 170MPH". He'd get now where near that nowadays.

Anybody know, or would like to guess, which a/c he got the speed limit plaque off?

I will guess at the NA Yale, the fixed gear version of the Harvard.
He may have done his pilot training on these and 'borrowed' the plaque, or recovered it from one of the many which crashed.

True the Vne of that a/c is quoted as 170, but the only photo I can find of the plaque shows it as putting it in the form of "MAX...SPEED..." and also states the max engine revs, so not in the format quoted in the article.

And would he have gone across the pond for his training, or did we import those types?

Of course, anybody can get a bit of traffolite made up to their own requirements, I've done similar.
