That is the sort of approach that would make sense in and around parts of the Welsh coast from the Severn estuary all the way to Swansea and part of the Gower peninsular as well. The tidal reach is significant and currents are strong.

That's to keep the precious cargo out of the water for as long as the charterparty has got it insured. ;)))

PP - the transport ship has ballasted itself below the surface of the sea so that the turbine assembly is then positioned over the deck. The transport ship then pumps out the sea water ballast and goes on its merry way to the destination. I think the two rectagular white structures in your photo are the bridge area.

EDIT: a similar ship for lifting oil rigs etc (excrutiating commentary):

I've now found an image of the Orbital 2 on the ship's deck....Dundee's road Tay Bridge in the background, close to the site of the 1879 train disaster when the original rail bridge collapsed and an estimated 75 people were killed.
