She was white (quite a rarity in that part of the world).
I would hazard a guess that if she'd been from an ethnic 'minority' (a misnomer if ever there were one) and selling kebabs made under her uncle's bed, a blind eye would have been turned.

Yes, but afraid to enforce the law when it concerns ethnic 'minorities' lest they be accused of 'racism'. I've seen it too many times.

I read this yesterday and was speechless with rage, particularly as I noticed that it took FOUR enforcement people to issue a fine to her, this at a time when there is never a police officer within ten miles of any crime (unless someone is speeding of course) and when most crimes are ignored, in particular the story last week of the young lady who had her bike (£800 ish) stolen, she found the thief selling it, alerted the police who advised her to take no action, she then posed as someone who wanted a test ride, and promptly stole it back.
We can only thank the lethargic, bone idle unionised police officers for not bothering to book her for theft I suppose.
