Just been a random shooting in a tram in Utrecht. One dead, several injured. Police say terrorism not ruled out.

By what stretch of the imagination is this 'chaos'?

Murder, slaughter, mindless violence, acts of terrorism//lunacy etc would be more apposite.

Chaos may be the result, it is not the correct description for the act.
