During WWII in my hometown of Redcar, the local Borough Council had a full council meeting every month in the evening, and after the meeting most of the attendee's would adjourn to a Club for a drink or two. The club was directly over the road from the Municipal Buildings.
The attendee's of the meeting included such officials as the Town Clerk, Borough Engineer and Medical Officer for Health et al.
One night after the monthly meeting, the club was hit by a stray German bomb. There were numerous fatalities, of aldermen, councilors and officials, I don't have the casualty list in my hands, but I do remember being told that it was a major problem for the running of the town for many months.
So yes, some people are definitely more valuable to a society than others.
