You should expand your knowledge somewhat.

The DPRK military is not pointless as the country is at war with the USA so why would they disarm? Like Muammar Muhammad Abu Minyar al-Gaddafi for example, didn't disarming go well for him!

By flourish I mean move to full nutrition.

You may be right but you cannot be certain of that while on the other hand I am quite sure that sanctions are making life much harder in various ways for the rank and file North Koreans.

You may be aware that twenty years after the Korean War the North Korean economy was on a par with the South. Of course you can say what you like about more recent times but there is no doubt sanctions (and even tightening sanctions) have not helped the standard of living of North Koreans.

SEOUL, Aug 12 (Reuters) - North Korea intends to strengthen cooperation with Russia to counter the United States, and peace on the Korean peninsula will not be possible until American troops are withdrawn, Pyongyang's ambassador to Russia told TASS news agency.

Ambassador Sin Hong-chol's comments come after senior North Korean leaders warned this week that South Korea and the United States would face repercussions for their decision to go ahead with annual joint military drills. read more

I would guess that before the South could make any serious expedition to reunite with the North there would need to be substantial US force build up. The USA has instead been content sustain forces at a defensive level should the North decide to attack.

It is a stand off much as the western Cold War.
