I think most of us will agree that a use of nuclear weapons is very very low on recommended actions to punish a nation - a list I am sure has been drawn and includes many may items. So I agree it is not wise to grow a nuclear mushroom in a blind attack but you would know who needs to be punished. I believe that there are countries which do not subscribe to the limitations on using nuclear weapons, countries a hairs-breath away from being run or heavily influenced by terrorists, countries possessed by an unlimited hatred of their neighbours and which could not care less about consequencies. It's a nightmare.

The Septics couldn't wait to demonstrate what nukes do to civilians. They actually postponed the "unconditional" surrender so that they could obliterate two cities. The Japs were holding out for retention of The Emperor and for retention of the Imperial naval ensign. The purpose of those two bomb detonations wasn't to terrify the Japs. That had already been achieved. All but three cities in Japan had already been reduced to ashes. They were kept unbombed so they could be used as human laboratories to observe the effects of thermal and nuclear radiation on live human flesh.
It was to terrify the Russkies, not the Japs.

However by terrifying the Russkies, they were pushed to develop their own bomb the Russians not the Septics.

Lets say there's a big bang in NYC.
Let's say the bombs signature is Pakistan's. What to do? Nuke the Pakis? All of them? What about India, next door? It really is a tricky issue even if it concerns a weak and despised country like Pakistan.
What if the signature points to Russia- or China. Now that's a whole different issue, cos these guys are likely to shoot back!
The US, with its simple 'good guys/ bad guys' way of looking at things, has made a right mess, and surely- there will eventually be consequences.

Unless you have some data, the risks illegal immigrant they take to reach the social welfare paradise of Northern Europe would argue against your point - how many kids are sent off to risk their life as to be able to gain refugee status in EU and then invite their family in the countries that accepts them.

Oh, the life of the children can definitely be bought. In Lebanon, many years ago, when traveling on the backroads through the villages one had to be very careful when going through the villages with minarets. It happened more than once that a small child, usually a girl, was tossed in front of the car and the berieved parents could be consoled with a few hundred Lebanese Pounds.
Because they stand on the wall and say "nothing's gonna hurt you tonight, not on my watch".

LEBANON, Pa. —
An infant was killed and the child's mother injured when they were hit by a vehicle Monday morning in Lebanon, according to police.
UPDATE: Police have identified the baby as Oswaldo Garcia and his mother as 28-year-old Maricel Gil.
It happened around 10:53 a.m. at the intersection of North 10th and Lehman streets.
Police said a pickup truck operated by a 60-year-old man was headed south on North 10th Street and stopped at a red light.
As the man made a left turn onto Lehman Street, police said, he struck Gil as she was crossing the street with Garcia in a stroller.
The 15-week-old child died, and Gil was taken to a hospital. Police said her injuries are not life-threatening.
The driver and a 4-year-old passenger were not hurt, police said.
Anyone who may have witnessed the crash is asked to call police at 717-272-6611.
