I'm sure the solution must lie with the Koreans.
If they are really two halves of the same country, they should be able to bury the hatchet.

During The American War they did their damnedest to prevent the reunification of Vietnam. Then they lost The American war; and so Vietnam was reunited.

The Empire hasn't yet lost their "Korean" War. Until they do lose that war, Korea will never be allowed to be re-united.

I think the problem at the moment is that negotiations are still ongoing as to who gets to bury the hatchet and in whom it will be buried.
