The first thing any incoming government says is "Oh no! This is even worse than we thought! How can we possibly deliver on our election promises?"

Bad stuff in the first year is always the fault of the previous government. After that it gets harder to blame them, although for some things they're definitely at fault. Brown's PFI stuff in the UK is like that - he stuck future governments with a problem he created.

The first announcement every new Town Council makes here after a municipal election is to announce that the previous Administration embezzled all the money.
