I have a pretty good idea how cowardly perpetrators think.
Because they stand on the wall and say "nothing's gonna hurt you tonight, not on my watch".

'MIGHT' is not good enough, to be safe he would have to 'KNOW' that everyone has a gun and knows how to use it.

It should be compulsory in the USA for every person to be effectively armed.

You say that, but there was a Darwin Award nominee a few years ago who walked past a cop car, into a gun shop and tried an armed robbery.

I don't think the cops would be needed as every gun shop I have been in everyone of the store's people are armed and well trained.

That's the point, he did try even though everyone in the gun shop just happened to have a weapon, so knowing that didn't put him off. The cop was actually the slowest to react, the perp was full of holes before he'd even drawn his gun. Seems the perp fired a few warning shots to invite everyone to have a go at him.

Americans will never be safe going to the mall until they are all armed and I look forward to the next President's program to grant arms to all those who do not have guns already.

Agreed. In fact they should be liable for a tax write-off. And at shopping malls and public places, loaner hand guns, pre-loaded, should be made available* to anyone who forgot to bring their own.

* Possibly compulsory.

All stats on this issue are suspect.
There's no agreed definition of a mass shooting.
The stats generally depend on the agenda of those compiling them.
Furthermore, several of the compilers have changed their definitions during the period, and not in the same way.
Some use number shot, some number killed. Those numbers also vary.
Definitions of terrorism may be involved, and those differ also, and then there's the whole problem of 'Not terrorism but mentally ill', which again depends on the agenda of the definer.
And then there's the whole argument about the use of vehicles to commit mass killings.
Then there's gang shootings, where often the perps aren't ever caught.
And to finish, the way the data is presented, certainly in the cases of several I have tried to use, makes it difficult to do one's own analysis to counter claims made by the originators, which is unlikely to be accidental.

But there do seem to be at least 5 States, which I listed a while back, that don't seem to have ever had one. That list was compiled from the Mother Jones listings, and they'd like every gun banned, so I think we can be sure of 5.

There is not a sane, credible, source of information available on firearms incidents in any US, or even World, reporting. Every opinion you hear is pure dogma. For any incident that occurs I could write the script of what the commentators are going to say before the incident is reported. It really is that bad.

Step back three paces, take a deep breath, and let reality overtake you.

These are incontrovertible facts, serious repeat offenders, some with firearms felonies, are being detained and then rapidly returned to the streets in several large cities. There is no effective law enforcement.(Example, see numerous events captured on security cameras) Irresponsible politicians are not so subtly encouraging violent protest and ignoring these illegal activities when they happen. (Example, demonstrating at Supreme Court Justice's homes which is specifically a Federal crime). Evil consequences of dogmatic government policies are being blatantly ignored. (Example, Fentanyl drug smuggling which is causing hundreds of thousands of deaths in the US, is happily accepted as part of an open borders policy).

When the US starts enforcing existing laws there will be a chance of regaining social stability and until we have social stability the criminals and nut cases will feel free to act out their fantasies and profit from their crimes. We have to redraw the straight line which must not be crossed because that line presently meanders like a flat-land river. When we have a reasonable norm we can go after those that deviate from it and, what do you know, the results of this will be less firearm crime and less firearm suicides.
