I think most 737 'SOPs' (memory fade allowing!) would have that as Vref+15 (half the steady and all the gusts), tapering (for me, anyway) to Vref+5-10 at the threshold depending on what I saw of the gusts aiming probably be at +5 in the flare.

What says another 73 driver?
