At Coningsby in the late 70s, retrieving a Phantom which had aquaplaned into the overshoot when looked up to see a Vulcan just stopping in time to turn off onto the perimeter track. No warning from ATC that the Vulcan was landing.

So who was in the wrong? I would assume that the workers should have had permission from ATC to be there (runway officially closed etc), given the presence of the line of cones (although quite possibly they never told anyone they were going to do the job). So ATC shouldn't have put the aircraft on that runway and the pilot should have been observant enough that even if told to land there, a go-around in good time should have happened rather than what appears to have been a landing past the cones.
