The CJ1 was rather different to taxi at low speed, the FJ44 engine was initially designed to power cruise missiles and had a rudimentary fuel supply system, the engine couldn't idle at low/no power, a hinged paddle known as a "thrust attenuator" closed across the jet pipe exhaust to deflect thrust at idle, opening as the throttle opened, this controlled by an actuator operated by fuel pressure, later CJ2 and CJ3 aircraft had a fadec system which controlled fuel flow better at idle and dispensed with the attenuator.
Because of this the usual means of controlling taxi speeds with the throttle didn't work as well and brakes were used more than other types. Not sure what happened here, judging by the positions of the two aircraft it looks as if the CJ1 tried to carry out a power check when moving rather than stationary with a chock and it ran away with them.
I used to regularly taxi and ground run Citations, the 500, 550, 560XL series, also the 680 Sovereign, the CJ was least favourite as the engine was very lively and didn't give any time for response if things went wrong, on start it would go from zero to max itt in seconds, and if the battery was a bit low the temp would go off the clock. Rather different from the CF6 which took a minute to reach self sustaining speed.
