Well, it seems POTUS still has a very vivid imagination;

Perhaps he could retire to a golf clubhouse somewhere and turn out a fantasy novel which might just kick the “Harry Potter” stories into the long grass. But I doubt that’ll happen any time soon.
Unless he’s been trying the fish-tank cleaner medication and is having a LSD type of trip?
Anyway, east of 30W we’re all concerned for his health and sincerely hope he makes a full recovery. =))

The coded TAF is GMT ( or UTC if you prefer ) and the PEMET is converted, as is the rest of the gobbledegook, to local time, depending upon application of daylight saving time or standard time. Personally, I find that I can "read" and understand the code better than the translation after years of practice, but I do find the presentation of "local" time useful.

Local time is fine, but the use of 12 hour clock with am/pm is annoying. What exactly is 12 pm? 12 am? While the correct notation would be 12 noon or 12 midnight, people do not use it and confuse (at least) me. 24 hr time is so much easier to use and understand.

24 hr time is so much easier to use and understand.
Won't argue with that, still have a "Glycine Airman" watch, the hands of which only go around once in 24 hrs. instead of twice and the dial rim is labelled 1- 24. It has an external 24 hr. bezel that one can turn to local time. Very useful when travelling through various time zones, but needs a bit of practice to read, as one tends to just "look at the picture" rather than "read" a watch - unless you're a digital lover of course. Don't use it regularly now.
