Yes, it is Cloughie.
There is a statue of him as manager in Derby, and one of him as a player, walking across Albert Park in Middlesbrough.
In his day the club used Albert Park as a training ground.
A far cry from the modern mega facilities at Rockcliffe.

Quite a highly rated sculptor; I used to pass his house in Petersham where he'd done one of Charlie Chaplin as the Tramp

Here's one of Eleanor Rigby that he did for Liverpool Council; his fee was thruppence (half a sixpence)
