Kent Police have set up an Aviation Community Policing Volunteer organisation to "patrol the skies above Kent".

How does this differ from the long established Civil Air Support charity, formerly UK Civil Air Patrol, also known as Sky Watch? Looks to me like unnecessary duplication.
